The builder's path

Five steps from a problem to its solution.

For: Villagers in Jharkhand's Simdega district have no mobile signal, and no clear way to show officials exactly where coverage stops.

Routes to a solution

Six ways to take this forward

Each route is a different kind of journey, with real people and organisations to contact at each step, starting with those in Jharkhand.

  1. Step 1

    Build in the open

Publish the code and invite contributors from the community.

    • FOSS United ↗

India's free and open source community: meetups, grants and project support.

    • NASSCOM ↗

The tech industry body; startup programmes and a route to industry partners.

    • iSPIRT ↗

Volunteer think-tank behind India's public digital infrastructure; open protocols and playbooks.

    • Wadhwani Foundation ↗

Support for entrepreneurs, skilling and AI for social good.

  2. Step 2

    Fund the maintainers

Sponsors, collectives and open source grants.

  3. Step 3

    Get it adopted

Civic tech groups and public bodies take it up.

What this problem needs

Ideas, sources and tools for this problem, from first interviews to funding.

  • Maps
  • Mobile
  • Open data

Ideas to explore

  • Idea 1Offline signal logA light Android app that records signal strength and location as a volunteer walks a village, stores it offline and uploads when back in range.
  • Idea 2Village coverage sheetOne page per village with its coverage status, nearest working spot, population and any land offered for a tower, ready for the district committee.

Specific to this problem

Talk to first

  • Simdega district administration ↗

Runs the district committee on network issues and has raised the village's case with the Centre.

  • Pithra Gram Panchayat

Its mukhiya spoke about the coverage gap and the unused offer of land for a tower.

Help me design and build a first working prototype for this problem in Simdega, Jharkhand, India.

Problem: Villagers in Jharkhand's Simdega district have no mobile signal, and no clear way to show officials exactly where coverage stops.
Who it hurts: People in hilly villages of Simdega, such as Barki Chhapar, that sit outside the range of the nearest mobile tower.
The moment it hurts: Needing to call for help at night, or to receive an urgent message, and having to walk towards a spot that gets some signal.
What people do today: Residents and panchayat leaders write letters to the district administration, which raises the issue with the Central government and the area's MP.
Why it is still unsolved: Coverage maps show the tower, not the villages its signal fails to reach, so gaps are invisible until someone famous complains, and the fix depends on BSNL and Central funding.
What solved looks like: A shared dead-zone map for Simdega built from simple reports and offline signal readings collected by villagers, showing each village's coverage, nearest working spot and offered tower land, that the district's network committee can take to Digital Bharat Nidhi and BSNL.

First, list what you would need to learn from the people affected before building, as interview questions.
Then propose the simplest version that would help, the screens or messages it needs, and the data it would use.
Keep it cheap to run, accessible, and respectful of people's privacy. Flag anything you are unsure about instead of guessing.
  1. Understand it

Talk to the people who live it before you build.

“The true creator is necessity, which is the mother of our invention.”
Plato · Republic II, 369c (tr. B. Jowett)
  2. Prototype with AI

Get a working version in front of people fast.

Using AI is not cheating. Every tool carries the work of the people who made it, and using it well is how knowledge has always moved forward. The thinking, the care for the people who live the problem, and the judgement are still yours.

  3. Find the data

Open data that fits this problem.

“When you know a thing, to hold that you know it; and when you do not know a thing, to allow that you do not know it: this is knowledge.”
    Confucius · Analects 2.17 (tr. J. Legge)
  4. Build it

Tools matched to what this problem needs.

“Give me a place to stand, and I will move the earth.”

  5. Launch and get support

Ship it responsibly, and find help and funding.
