What happens
On September 30, 2026 the Gurugram district administration ordered the freezing of bank accounts of 71 builders and promoters over unpaid penalties and homebuyer refunds ordered by HRERA. Recovery certificates totalling ₹446 crore are pending, several of them for more than four years. The Deputy Commissioner said progress would be reviewed weekly, and homebuyers can approach SDMs and tehsildars for the status of their recovery. He said recovery of HRERA dues in the district had stalled in the past, and the action followed a review of all pending recovery certificates.
