What happens
In a Kyoto City survey, 90.2% agreed that some people are annoyed by crowded buses and subways due to tourists. Kyoto's mayor said that in busy areas some residents are unable to travel on city buses because they are so crowded. Under a planned system, residents would pay 200 yen per bus ride while visitors would pay 350 to 400 yen, compared with a flat 230 yen now. Residents are frequently unable to board during peak tourist seasons, and the city has launched a tourist-only bus line.
