What happens
On August 24 the Chief Secretary of Ladakh chaired a meeting to review the framework for Protected Area Permits (PAP) and Restricted Area Permits (RAP) for foreign tourists, with a focus on tourist convenience while meeting security requirements. The Chief Secretary stressed minimising unnecessary checkpoints that lead to delays and inconvenience for visitors, and the Deputy Commissioner, Leh was asked to examine facial recognition and self-registration at designated checkpoints. A key outcome was to explore a single PAP for the entire Union Territory, except specifically restricted areas that would be named in the permit. Maintaining Form III records (earlier known as Form C) is to be made mandatory for all hotels, guesthouses and homestays accommodating foreign nationals. Ladakh received 33,346 foreign tourists in the first eight months of 2026, against 25,082 in the same period of 2025, and the number of homestays has grown from 128 in 2019 to 2,275 in 2026.
