What happens
As of the end of June 2026, 7,743,839 of 12,589,486 active registered customers were metered, a metering rate of 61.51%. At the end of September 2025, only 6,661,564 of 12,030,315 customers were metered, and the regulator said the unmetered base exposes consumers to the risks of estimated billing. NERC fined eight distribution companies N628.03 million for overbilling unmetered customers beyond its monthly energy caps in July to September 2024. The companies were ordered to give affected customers credit adjustments by 15 May 2025.
